MESSAGE
FROM HIS ROYAL HIGHNESS PRINCE MOHAMED BOLKIAH, CHAIRMAN OF THE COUNCIL FOR LONG-TERM DEVELOPMENT PLAN
I have much pleasure in introducing the final report of the Council for the Long-Term Development Plan.
The Council’s terms of reference were to consult the people of Brunei Darussalam widely and then submit plans that will help the Government fulfils our people’s hopes for the future development of our country.
After consulting a wide cross-section of our society and its various communities, we have summarised these hopes as follows:
To maintain the political stability Brunei Darussalam continues to enjoy.
To preserve our social, cultural, spiritual and historic values.
To help our people meet the practical challenges of the modern world successfully.
To give our families and communities confidence in the future.
As a result, the Council has compiled a document consisting of three parts. Each identifies a critical aspect of national planning. Taken together, the Council believes that they reflect:
The broad aims set out by our people.
The policy directions for the government.
The specific programmes and projects that are required.
PART I: WAWASAN BRUNEI 2035
This summarises a vision for the future that will fulfil our people’s long-term hopes and expectations.
PART II: OUTLINE OF STRATEGIES AND POLICY DIRECTIONS 2007-2017
This lists fifty policy directions for the government to follow over the next ten years. These directions are designed to help out people meet modern challenges with confidence.
PART III: NATIONAL DEVELOPMENT PLAN 2007-2012
This sets out specific proposals, projects and proposals for the government over the next five years. They are designed to provide our people with the practical opportunities and skills that strengthen their confidence in the future.
This document represents the completion of an important part of our work to date and I wish to thank the members of our Council, the National Vision Task Force, the Working Groups and the nine Sub-Committees drawn from all ministries for their work and dedication.
Above all, I wish to express my warmest appreciation to all members of the public who have assisted the Council’s work with their thoughts, ideas and invaluable experience.
It has been a pleasure and a privilege for us all to be involved in this major contribution to the future happiness, security and prosperity of our country.
ENDURING VALUES
While recognising the need to change, we will continue to uphold vigorously the values that have been the foundation of our political stability, social harmony and prosperity.
In our work we shall be guided at all times by our commitment to the Brunei monarchy and nation, our faith in the values of Islam, based on the Ahli Sunnah Wal-Jemaah, Mazhaf Shafie and our tradition of tolerance, compassion and social harmony.
We believe that our ability to adapt and manage change is greatly enhanced by the MIB concept which is inspired by these core values.
ACHIEVING BRUNEI 2035
We will need to develop and implement an integrated and well-coordinated national strategy comprising the following key elements:
An education strategy that will prepare our youth for employment and achievement in a world that is increasingly competitive and knowledge-based.
An economic strategy that will create new employment for our people and expand business opportunities within Brunei Darussalam through the promotion of investment, foreign and domestic, both in downstream industries as well as in economic clusters beyond the oil and gas industry.
A security strategy that will safeguard our political stability and our sovereignty as a nation and that links our defense and diplomatic capabilities and our capacity to respond to threats from disease and natural catastrophe.
An institutional development strategy that will enhance good governance in both the public and private sectors, high quality public services, modern and pragmatic legal and regulatory frameworks and efficient government procedures that entail a minimum of bureaucratic “red tape”.
A local business development strategy that will enhance opportunities for local small and medium sized enterprises (SMEs) as well as enable Brunei Malays to achieve leadership in business and industry by developing greater competitive strength.
An infrastructure development strategy that will ensure continued investment by government and through public-private sector partnerships in developing and maintaining world-class infrastructure with special emphasis placed on education, health and industry.
A social security strategy that ensures that, as the nation prospers, all citizens are properly cared for.
An environmental strategy that ensures the proper conservation of our natural environment and cultural habitat. It will provide health and safety in line with the highest international practices.
To realise our Vision of Brunei 2035, the strategies listed above will need to be developed by both government and private bodies and implemented as a well-coordinated national strategy.
