Modern waste management facility for Brunei Darussalam

His Majesty The Sultan and Yang Di-Pertuan has consented to the implementation of a modern waste management facility that will be of great benefit to the people of Brunei Darussalam.

The facility will comprise an engineered landfill at Sungai Paku constructed to the highest environmental standards that will serve as a permanent rubbish disposal site. It will also include a transfer station in BSB for the convenience of the residents of BSB. “ This project is timely as it follows the transformation of the old rubbish dump at Sungai Akar. It will contribute greatly to a cleaner environment and reflects His Majesty’s care and concern for his people” said Dato Paduka Timothy Ong, Acting Chairman of the Brunei Economic Development Board (BEDB).

The design and construction of the facility will be undertaken by a Singapore – Brunei consortium comprising ST Marine and QAF. ST Marine is a subsidiary of ST Engineering, one of Asia’s leading engineering companies majority owned by Temasek Holdings. QAF is a leading Brunei company with interests in a range of businesses including supermarkets, publishing and motor car distribution.
 
The award of the contract to the ST Marine-QAF consortium is the result of an international open tender conducted by the BEDB.  Of the companies that expressed interest, 8 local and international contractors submitted tenders. The decision to award to the ST Marine-QAF consortium was based on technology employed, high environmental standards in design and competitive price.

The contract for design, construction and three years of operations and maintenance was awarded at the cost of B$66.5 million.The design and construction phase is expected to take 18 months.

Following the award of this contract, the BEDB will be undertaking a study on the feasibility of an energy efficient waste incinerator and its viability if developed through public-private partnership.
