BRUNEI DARUSSALAM’S INDUSTRIAL SITES
In order to encourage and promote the establishment of new industrial investments in Brunei, the Government of His Majesty The Sultan has taken several important measures to increase the competitiveness of Brunei as an investment destination. These include, among others, the identification and provision of industry cluster-specific sites with supporting infrastructure to support and facilitate any industrial development.
Under its initiatives, the BEDB has identified and dedicated several industrial parks for the purpose of accommodating foreign direct investments. From prepared land to ready-built facilities, the BEDB offers multiple industrial facilities to meet the needs of investors. This includes specialised industrial parks such as the Sungai Liang Industrial Park (SPARK) for petrochemicals and other downstream oil and gas activities and Pulau Muara Besar (PMB) for the purpose of developing oil field support services such as a marine supply base, fabrication yard and further downstream activities. Other industrial sites under the BEDB are dedicated to sectors of high technology, food and pharmaceuticals and renewable energy.
SUNGAI LIANG INDUSTRIAL PARK (SPARK)
The Sungai Liang Industrial Park (SPARK) is one of the BEDB’s key initiatives in accelerating the nation’s economic growth. Strategically located within Brunei’s well established oil and gas industry, this 271-hectare site is ideally positioned to flourish as a world class petrochemical hub in an effort to extend the oil and gas value chain. As the home for investments in downstream petrochemical industry, SPARK offers its tenants accessible, high-end facilities and extensive infrastructure in a business-friendly environment.
The first major investment located at SPARK is the US$600 million methanol plant developed by the Brunei Methanol Company Sdn Bhd, a joint venture between Petroleum Brunei and two leading Japanese companies, Mitsubishi Gas Chemical Co Inc and Itochu Corporation. The plant commenced its commercial operations in May 2010.
SPARK is administered by the Brunei Economic Development Board to support industrial activities within the site. It provides a single-point of access for timely approvals and other administrative processes required by investors at SPARK. SPARK Centre has also been established to serve as an administrative hub that houses amenities and facilities such as conference and meeting rooms, open office spaces for rent, a multi-purpose hall, an exhibition hall as well as eateries and retail shops.
Among other potential industries to be located at SPARK include methanol derivatives as well as other gas-related petrochemicals such as ammonia and urea.

PULAU MUARA BESAR (PMB)
Pulau Muara Besar is a 955-hectare island situated in Brunei Bay, next to Muara municipality. Strategically located at the east-west maritime trade route, PMB is ideally positioned for export-oriented activities related to oil and gas industry such as an integrated petrochemical refinery as well as a marine supply base. Appropriate infrastructure will also be developed to support and facilitate the establishment of such industries at PMB.
