The BEDB has identified aviation maintenance as a potentially attractive niche in its economic diversification efforts. The burgeoning low cost carriers, coupled with aircraft refleeting and acquisitions by legacy carriers in the region, including state-owned Royal Brunei Airlines, marks a foreseeable demand for aviation related activities in the near future. Airlines continue to outsource their maintenance activities outside of their organisation, further substantiating the demand for maintenance related activities for many carriers.

BRUNEI DARUSSALAM'S COMMITMENT TO AVIATION MAINTENANCE DEVELOPMENT

In an effort to bolster aviation related activities, the aviation cluster and all of its supply chain activities may enjoy tax breaks of up to eleven years or more under the Investment Incentives Order 2001. There is no restriction on investor ownership so companies may be 100% foreign-owned. There is no income tax, capital gains tax or manufacturing tax in Brunei and utility rates and labour costs are considered one of the cheapest in the region. The absence of industrial union associations makes Brunei an attractive destination for major international corporations.
