BRUNEI DARUSSALAM’S COMMITMENT TO ENHANCING NATIONAL INFRASTRUCTURE
The development of Brunei’s infrastructure plays a major role towards increasing economic competitiveness and enhancing Brunei’s attractiveness as an investment destination. Towards achieving a high quality of life in line with Wawasan 2035, an Infrastructure Development Strategy was formulated to ensure continued investment by the Government and through public-private sector partnerships in developing and maintaining world-class infrastructure. The strategy calls for:
- The provision of adequate social infrastructure particularly public housing, healthcare and education;
- Adoption of appropriate legal and regulatory frameworks to promote investment in social and industrial infrastructure, including privatisation and public-private partnerships;
- Ensuring the funding is available for all priority government infrastructure projects;
- Reviewing the way government infrastructure contracts are awarded and managed in order to ensure that these contracts are implemented on time and cost effectively.
NATIONAL INFRASTRUCTURE PROJECTS UNDERTAKEN BY THE BEDB
As a demonstration of Brunei’s commitment to infrastructure development, the BEDB has been tasked to implement several strategic infrastructure projects under Brunei’s National Development Plan 2007-2012 including:
IMPLEMENTATION OF NATIONAL HOUSING PROJECTS
In response to the rapidly growing number of citizens applying for houses under the National Housing Scheme, the BEDB is currently undertaking three pilot projects for the construction of a total number of 7500 low-cost houses under the Scheme within a period of 48 months. They are:

CONSTRUCTION OF TELISAI-LUMUT HIGHWAY
The construction of a major 18.6km dual carriageway from Telisai to Lumut is expected to be completed by the third quarter of 2013 with the objective of easing the traffic flows between Bandar Seri Begawan and Kuala Belait as well as in the Sungai Liang area where SPARK is located. The construction is jointly carried out by Surati Construction Sdn Bhd of Brunei and Third Harbor Engineering Co Ltd of China.

DEVELOPMENT OF INTEGRATED WASTE MANAGEMENT FACILITY
In an effort to make Brunei a cleaner and greener destination, the BEDB is currently working towards establishing an integrated waste management system, which includes the rehabilitation of the Sungai Akar rubbish dumpsite, and the construction of both a transfer station in Sungai Akar and a new engineered landfill in Sungai Paku in Tutong. The rehabilitation of Site A of Sungai Akar rubbish dumpsite, carried out by a Brunei consortium led by Jurusy Perunding, was completed in 2009 while Site B is still temporarily accepting waste until the engineered landfill commences operations. Meanwhile, the construction of the engineered landfill and transfer station is being carried out by a Singapore-Brunei consortium, ST Marine-QAF, and is targeted to be partially operational by September 2011.

MODERNIZATION OF BRUNEI INTERNATIONAL AIRPORT TERMINAL
In order to facilitate an increase in economic activity for Brunei, the BEDB, in collaboration with the Department of Civil Aviation and a Singapore consortium, Changi Airport Consultants Pte Ltd/AECOM Asia Co Ltd, is currently undertaking a modernization project for the Brunei International Airport Terminal. Aimed at improving the existing environment and appearance, this project is expected to enhance convenience to passengers and the public through the expansion of floor areas, the development of iconic structures and green features, as well as the installation of a much improved security system. The construction works, which will be carried out by the successful tenderer, are expected to commence in the fourth quarter of 2011 and will take approximately 36 months to complete. The modernization program has been designed to ensure the smooth operations of the airport and the minimising of any potential disruptions throughout the entire construction period.
